Texas has made strides in recent years in attempting to expand the traditional marketplace for health care coverage. But Texas still leads the country in the number of uninsured residents, with an estimated 16.6% of the population (4.9 million people) being uninsured in 2022. To address the uninsured problem in Texas, policymakers should ask the fundamental question of why employer-sponsored health insurance is not covering more Texans. In our testimony to the Senate Health & Human Services Committee, TCCRI identifies the prohibitive cost of offering health insurance as a primary factor.
