On September 22, 2016 TCCRI submitted written testimony before the House Committee on Elections regarding the options to improve transparency of local bond elections.
Summary of Recommendations
1. Hold bond votes on a uniform election date in November
Holding bond elections in May and other low-turnout times allows a small number of interested parties to approve considerable debt burdens for the rest of their neighborhood residents. The Legislature should consider requiring all bond elections to be held on a single date each year when the turnout is the highest—November. HB 1283 (83R, Simmons | Schofield | Phelan | Fallon) proposed to do that, but did not ultimately pass. Such a reform would be a beneficial change for Texans and should be pursued again.
